AI adoption in Nordic-Baltic public administrations is growing rapidly, yet existing governance frameworks tend to emphasize individual rights while overlooking broader societal risks such as exclusion, bias, and institutional legitimacy. This project introduces a normative framework grounded in digital dignity and proposes a Nordic AI Monitoring Hub to make the societal impacts of public-sector AI systems visible through open data, dashboards, and policy tools. Using mixed methods, it maps AI applications, examines human–AI interaction in discretionary decision-making, and develops long-term participatory governance mechanisms to strengthen democratic accountability and public trust.
